In continuation of my Confidential Despatch of
the 18th. instant, I have the honour to say that I have now receiv- -ed information to the effect that Messrs. Sanders Rehders and Company, Limited, have entered into an agreement with Messrs. Reias and Company under which the latter will become advisers to Mr. Cheetham both in Hongkong and at Canton, and will furnish all clerical assistance for Mr. Cheetham, and will provide him with a
seat in their Hongkong Office. The further terms of this agreement,
which has been entered into in London, are not known to me, and it
does not appear whether the agreement relates only to the recent shipment or it is intended to be a more permanent arrangement. Whether the arrangement is intended to be temporary or permanent I
have no objection to offer to Messrs. Reiss and Company.

On the 18th. of June Mr. Cheetham wrote to
Messrs. She wan Tomes and Company appointing them "temporarily" sub- -agents for Canton for the sale of the Texas Company's oil "at terms to be agreed upon later". Subsequently it was reported to me that Messrs. Shewan Tomes and Company were not willing to take the agency on a less commission than 2% of the value of the cargo en- -trusted to them. This Messrs. Sanders Rehders considered excessive and as Messrs. Reiss and Company were prepared to do the same work for 1% com.ission, I decided that the agency for the recent shipment of oil must go to them.
