GOVERNMENT HOUSE,
HONGKONG. 30th. June, 1915.
In continuation of my Confidential Despatch of
the 15th. of January, I have the honour to forward under flying
seal, for transmission to the Secretary of State for War, a report
by Major-General F. H. Kelly, C.B., on Military conditions in this
Colony during the first half of the current year.
2.
I desire to bring to your notice the commenda-
-tion of the Civilians mentioned by Hajor-General Kelly.
3.
The Volunteer Force owes much to the assiduous
personal attention which Major-General Kelly has devoted to its
development and training.
4.
In common with myself residents in the Colony
have learned with much regret of Kajor-General Kelly's impending
departure. In this the first experience of a state of war in Hong- -kong the population has realised that the protection of the Colony was in the hands of a very capable and energetic leader. This has conduced to inspire the calm attitude which all classes
have maintained since the outbreak of hostilities.
