Sir,

REC2

Res: 4

15)

GOVERNMENT HOUSE,

HONGKONG. 25th. June, 1915.

patches:

With reference to the correspondence noted in

the margin, I have the honour to

inform you that on the authority of

Lord Crewe's pronouncement that it is

undesirable that a mass of official

correspondence should be accumulated

at Government House, a view in which I beg leave to say that I

entirely concur, I have discontinued the practice of keeping

numbered despatches there permanently. It is however a convenience

to have a copy of the despatches for the current year for con-

-venience of reference and I should therefore be glad if the practice of sending 2 copies of numbered despatches can be continu- -ed. The triplicate copies will be burned when no longer required

as above described. The duplicates are attached to the office files. The originals are filed in the Colonial Secretary's Office and are

bound up at the end of each year.

I desire with your permission to deal in the same way with Confidential Despatches except such as relate to (a) Defence or other questions which are of a secret nature and (b) personal matters e.g. confidential reports on officers.
