Referring to Mr. Harcourt's despatch No.116
of the 4th May, I have the honour to state that suitable
arrangements can be made for the investigation and certify-
ing of claims and the administration of sims paid in res-
peot of the Workmen's Compensation Act, 1906, in so far as
it affects injuries to or loss of life of Chinese seamen
or seamen of Chinese race serving in British merchant ships.
This work would, however, be entrusted to

the Secretary for Chinese Affairs, who is in a better
position than the Harbour Master to make the necessary
enquiries.
