I have the honour to forward an extract from the
correspondence found amongst the property of Mr. H. Schluter a British subject working for a German firm. This individual resides in the Shameen. It appears to me that this man can be
brought back to Hongkong under the Fugitive offenders Act of 1881.
When the formalities are concluded, I would beg that His Britannic Majesty's Consul-General at Canton be requested to
embark Mr. H. Schluter by means of a British boat, one of the British steamers leaving Canton for Hongkong. He should be escorted on board and I should be informed of the name of the ship and the date and time of departure. Should he be brought back, I strongly recommend that this man be tried by Court Martia
