With reference to your cypher telegram of the

7th.'instant, paraphrase enclosed, I have the honour to transmit

copy of a letter from the General Officer Commanding relating to the correspondence found upon a search at Lir. Schlüter's office. I benclose also copy of the only letter which affords evidence of

evasion of the Censorship. The letter is contained in a press-copy

book and is signed by Mr. Schluter. Mr. Schluter is the agent in

Canton of Messrs. Reuter Brockelmann and Company. He was born in England of German parents. He has been allowed to visit the Colony to assist in the liquidation of the firm of Reuter Bröckelmann and

Company which is a heavy liquidation.

Recently on the report of the General officer Commanding that Mr. Schlüter was suspected of carrying letters out of the Colony, I withdrew the permission to visit it and ordered a search of his effects before they were sent to him. The search was conducted by the Police assisted by the Provost Marshal.

I also enclose copy of a minute by the Crow

Solicitor who had been instructed to frame an information upon which proceedings might be taken. Having considered that minute I had an interview with Major-General Kelly at which the Attorney- -General was present. I pointed out the difficulties in the case and the danger of risking a prosecution. Major-General Kelly was not satisfied
