My telegram of April 27th. In place of arrangement

described following arrangement has been made as regards export-

ation of tyres and general rubber goods to Tientsin and Shang-

hai:

Shippers in Hongkong will apply to you for permission

to export and forward goods to destination under bills of lading

in names of British Consul-General. Bills of lading to be pre-

sented to consul-General and only endorsed after he has satig-

fied himself by declaration of tạporters or otherwise that goods

will be consumed locally.

Exportation to Netherlands East Indies may be allowed

on similar terms being consigned to British Consul-General,

Batavia.

Abovearrangement will permit of Dunlop Rubber Company

supplying their depots in China but additional requirements will

be exacted as regards such exports namely that goods are not

excessive in amount having regard to normal business of depot

and depot. They will be required also to keep careful record of

all sales made which shall be open to inspection of Consul-

General.
