By the tenor of the reply I received from the Hon: Director
of Public Works on the 5th. February, 1914 it would appear that we
enjoy privileges not equally enjoyed by the other overseers.
This is not so. There is not an overseer or subordinate officer
in the Government Service who does not enjoy equal privileges,
neither is there an overseer or subordinate officer in this Depart-
ment who cannot rise to the salary I now astfor. In fact, some of
them, without any special qualifications have risen to that rank
within three or four years of their joining the service, and I,
with my eleven years faithful service, have to work side by side
with these men in a junior capacity.
Prior to 1906 we enjoyed the same privileges and scale of
pay as these overseers, but in that year they applied for an increase
of salary on the grounds of the enhanced cost of living prevailing
in the Colony even at that time and their petition was approved,
but, we, through no fault of our own, received no corresponding
promotion. We know of no justification for thus lowering our
official standing.
The only, or principal qualification necessary to become
a first class overseer, is to be a trademan. I respectfully submit
that such a qualification would not suffice to become a Land Bailiff.
To be a qualified Land Bailiff one must have, at least, the following
qualifications:-
(1) He must be a Chinese scholar of no mean order.
(2) He must have a good general education to enable him to
render accurate and intelligent reports to his superiors.
(3) To carry out his duties efficaciously he must have a
fairly advanced knowledge of surveying and mapping.
