subordinate officer, who could not protest, without
detriment to myself, I naturally felt very keenly this
long silence, which has since proved so detrimental to
my interests.
(6) The above application was refused on the 21st.
April, 1915 see letter of that date attached from the
Hon: Director of Public Works, but, on reconsideration
His Excellency approved my petition of February, 1911,
but with a prevision that I would not be entitled to my
maximum salary until October, 1916, or, nearly six years
after my original application.
(7) In 1911 I was in receipt of £230 per annum and
had my promotion taken effect in that year, I would have
been entitled, under the new scale, to an immediate
rise to £250 and three years later to my maximum (i.e.)
£270. This will show that, through the delay in replying
to my petition of 1911 I am losing, say, £110.
(8) My claim is entirely in accordance with
General Order No.115 which is mentioned in the Hon:
Director of Public Works' letter to me dated 16th. April,
1915 which is attached.
In conclusion, Sir, with all due deference to the
Government, I venture to repeat the submissions contained
in clauses 5 & 6 of my letter to the Hon: Director of
Public Works of 14th. April, 1915.
