I have the honour to enclose trmslations of
extracts taken from a series of letters dating from the 5th. Dacem- -ber, 1914, to the 24th. April, 1915, posted under one cover from Ludvig Voight, Hamburg, to Ludvig Voight and Company, 38, Kiangse Road, Shanghai, through Eugen Ritter, Montreux, Switzerland.

The letters were stopped here on the grounds of
evasion of the regulations for postal censorship. The extracts appear to indicate the possibility that the firms of Messra. Norbury Natzia and Company and J. Booth and Company have been
trading with the enemy.
