The Governor of Hong Kong to the Secretary of State for the Colonies.
(Received Colonial Office 12.6 p.m., 16th June, 1915).
If no objection I propose to introduce legislation giving power inter alia to require persons obtaining export permits either for prohibited goods or under the declaration ultimate destination ordinance to undertake to produce landing certificates from a British Customs or Consular Officers at the place of destination. Please inform me whether such officers would be allowed to sign such certificates. A form of certificate will be presented for signature. in every case.
