(*) In Hongkong I have superintended the erection of
five engines, have had experience in the erection of
buildings, bridges, dame, general concrete and ferro-
concrete work, making of roads, dredging and other
general civil engineering works, including contouring, levelling and surveying.
(f) I was Assistant Engineer in an office dealing with "Public Works Extraordinary" from the time I joined the Hongkong service until my return from leave in 1911, when
I was placed in the Maintenance of Waterworks Office
(which requires a certain amount of technical knowledge)
and I have been there since.
(g) I was elected a Student of the Institute of Civil
Engineers in October, 1897, passed the examination for
Associate Membership in 1899, and was duly elected when
I became old enough in 1904.
Mr Goldsmith joined the service of the Hongkong
Government in 1907 and has been in the office of Main-
tenance of Buildings, Roads, Bridges, &c. from that
date till now.
It is now proposed to sub-divide the office of
Maintenance of Buildings, Roads, Bridges, &o:, Mr Perkins
is to take charge of the Maintenance of Buildings, and
also of the office of the design and erection of new
ones in place of Mr Fisher who has been invalided on
pension, while Mr Goldsmith is to take charge of the
remainder of the work of this office.
(a) On 16th April this year the Honourable Director of
Public Works informed me that His Exoellenoy the Governor
had approved of a recommendation that Mr Goldsmith be
appointed Executive Engineer as he is believed to be more
fitted for the post than I am.
