I would therefore recommend that if and when

the scheme is inaugurated Mr. Perkins be placed in special charge of it for a period of not more than 2 years and that during the time he is in charge of the work he receive a non-pensionable allowance of 100 per mensem without exchange compensation.

Regarding the question of filling the vacancy among Assistant Engineers consequent on a promotion to Executive Engineer, I do not propose to make any recommendation at present as it may be possible to make a reduction if large works are long suspended. For the present I propose to keep on iår. Kales, who cannot at present be spared on a temporary footing.
