rank of 2nd. Grade Executive Engineer to fill the vacancy caused by the promotion which I likewise recommend of Mr. T. L. Perkins to be a lst. Grade Executive Engineer in the room of Mr. H. G. C. Fisher resigned. I recommend that Mr. Perkins' promotion should date from the 29th. May, 1914, when Mr. Fisher retired, and that the promotion of Mr. Goldsmith should date from your approval of my recommendation in the event of your doing so.

Mr. Perkins is the Senior 2nd. Grade Executive Engineer. But Mr. Goldsmith is junior to Mr. F. A. Biden in the list of Assistant Engineers. Mr. Biden joined the public service in 1901. Mr. Goldsmith's appointment dates from 1907. Mr. Gold- -smith has, however, been employed for a number of years on the work of which it is now proposed to put him in charge; while Mr. Biden who has specialised as a Mechanical Engineer has been in charge of the pumping machinery connected with the important Water- -works of the Colony. He was engaged in 1904 on the recommendation
of Mr. P. N. H. Jones in connection with the 1st. Section of the
Tytan Tuk Waterworks Scheme, and at the present time his services are required in connection with the erection of new powerful pumps for the 2nd. Section of the Scheme. I do not consider that it is
possible to spare him from that work for which there is no other officer in the Public Works Department so competent as is he.
Mr. Biden, however, demurs to the promotion of

his junior and has addressed to you the enclosed Petition in con- -nection with which I attach a detailed statement showing how Mr. Biden has been employed since he joined the Public Works Depart- -ment in this Colony. I am unable to recommend a personal allow- -ance to Mr. Biden or the grant to him of honorary rank as
Executive Engineer, but I think that he might retain his seniority
over Mr. Goldsmith.

There is still another matter which I wish to
refer to you. Since he has been in charge of the construction and
maintenance of roads Mr. T. L. Perkins has made a special study of
