With reference to the correspondence noted in

the margin, I have the honour to

inform you that after discussing the

question with Mr. Chatham, I have

come to the conclusion that it is

desirable to carry out the re-

-organization in the Public Works

Department by which the branches,

hitherto distinct, of (a) Construct-

-ion of New Buildings (or Architectu-

-ral Branch) and (b) Maintenance of

Buildings, under which are included lighthouses, sea-walls and

piers, will be amalgamated under one Executive Engineer in the

person of Mr. T. L. Perkins.

Hitherto under the branch in charge of Main-

-tenance of Buildings has been included the charge of the con-

-struction and maintenance of roads, telegraphs, and telephones,

and the supervision of the expenditure on electric and gas lighting of Government Buildings and streets. I consider that this charge should now be separated from the branch in question and placed under an Executive Engineer in a distinct and separate branch, under Mr. H. E. Goldsmith whom I recommend for promotion to the
