Your telegram of the 21st and 29th April exports

to China approved on the understanding that you are in a

position to satisfy yourself that goods will be consumed in

China and will not be re-exported and that you will consult

with British Consuls in any case of doubt. As regards goode

coming from foreign ports for transshipment I have no

objection to your allowing such goods to proceed when con-

signed to named consignees at places in Asia provided you

are satisfied after communication with British Consuls

where necessary that the goods (1) are for local Asiatic

consumption (2) will not be re-exported. In communicating

with any consular officer in this sense you should make it

clear to him that it is important that he should satisfy

himself that these conditions will be met or if he is

unable to do so that he should inform you accordingly.
