With reference to your telegram of 7th April. Rules have been draw up in accordance with your instruct- ions. I ask for authority to grant exemption in the case of export of the following articles to ports in China for local trade purposes. Tin from Yunnan smelted here, copper and brass for steamers, steamlaunches and motorboats ply- ing in inland waters of China. These three articles are exported from here in small quantities daily. Copper and brass miscellaneous wire steel and galvanised wire, paraffin wax for joss-sticks and candles, rubber tyres for bicycles and motor-cars, cotton waste, woollen piece-goods other than khaki cloths, tanning material, zinc, hemp cordage, ammonia sulphate, sal ammoniac, liquid ammonia. All shipped in small quantities on an ante-war scale. None of the raw materials originate in Hongkong.
