I propose to send the following cable to the War Office and beg to enquire whether Your Excellency concurs in the views expressed:-
"If it can be arranged strongly recommend removal
of German Prisoners of War to Australia or New Zealand. Their
temporary matsheds likely to be unhealthy on account of heat of long tropical summer. There is every probability of their being destroyed by typhoons. Certain objections to Indian guard frequent- -ly composed of Mahommedans. Great objection to using Territorials as Guard as Medicals object to their being located down below in hot
weather instead of on Feak as at present. They also require much training physical and otherwise. Also danger of susceptibility of Indians and Prisoners to German intrigues which are rife in China".
