Report by Captain Superintendent of Police on Petitions

from (1) Inspectors (2) Crown Sergeants, Lance-

-Sergeants and Constables of the

Hongkong Police Force.

The various matters dealt with in the two petitions can be

dealt with under the following heads:-

Salaries and Pensions.

Accommodation.

A.

B.

C.

Extra Leave,

D.

Rate of Promotion.

E.

Changes in uniform.

F.

Marriage privileges.

G.

Management of Canteen and Library.

2. It may perhaps be useful to state shortly what seem to be the main reasons for presenting these petitions. The following are some of the principal reasons:- (I). The pay of the Police Forces in Great Britain has recently been very considerably increased at many import- -ant centres. Extra days off have been granted and the accommodation for constables has been improved. Many of the Hongkong Polica are ex Metropolitan Police and there exists a tendency to always compare the lot of a Hongkong Police Officer with that of the London Force, coupled with the argument that they enlisted for service abroad be- -cause the conditions of such service are the more attractive. In my limited experience men who have had police service in the United Kingdom form the best class of recruits, and hence endeavours are

made to recruit from this class.

(II). Another reason is that just recently Sanitary Inspectors, Revenue Officers, many of whom are ex members of the Police Force, have been given free passage privileges for themselves and families and also free Government Quarters without any deduction in salary being made. Thus many men see their juniors suddenly placed, in what they consider more advantageous circumstances than they them- -selves enjoy. Equally intelligent men are required for the Police as in these Departments, and it cannot be for the best interest of
