36.-1.) Every passage broker who recives money from any emigrant for or in respect of a passage in any emigrant ship [or British emigrant abip] proceeding on any voyage shall give to such emigrant a passage ticket, under the band of such passage broker and stumped with his soal or trade mark.
(2.) Every such ticket shall be printed in a plain and legible type, according to the form in the 10th Schedule to this Ordinance, and shall be accompanied with a translation thereof in the Chinese language, iu plain and legible characters.
37. Every passage broker, before be receives or takes for Chinese any money account of any passage or for the sale or letting of the whole or any part of the accommoda- certificate of tion of or in any such ship, shall produce to the Se. cretary for Chinese Affairs the certificate of the master or owner of the ship in respect of which a passage han been taken or the accommodation in which has been so sold or let, to the effect that such ship has been chartered for the purpose of carrying emigrants, and that such pas- sage broker is nuthorized to receive payment for such passage or for the sale or letting of the accommodation in such ship; and such certificate shall be filed in the office of the Secretary for Chinese Affairs.

[38. Ou avery occasion of the delivery to any emigrant of such passage ticket as aforesaid, the passage broker who bas engaged to provide such emigrant with a passage shall:-
(a) in the case of every minle emigrant who is an assisted emigrant or under the age of 16 years and of every female emigrant, attend, either personally or by his duly authorised representative, with him or her at the office of or other place appointed by the Secretary for Chinese Affairs, in whose pre- sence the passage ticket shall be delivered to such emigrant, and who shall explain to such emigrant the true intent and meaning of such passage ticket with the object of ascertaining that he or she under- standa where he or she is going and that he or she is not acting under compulsion or being influenced

(6.) in the case of every other emigrant aitaud, either personally or by his duly authorised representative, with him at the medical inspection on board ship which inspection shall also be attended by the Secretary for Chinese Affairs in whose presence the true intent and meaning of the passage ticket shall be explained to such emigrant with the object of ascertaining that be understands where he is going and that he is not acting nuder compulsion or being influenced to emi- grate by false reprosentations, Provided that when. ever it may appear desirable the Governor-in-Council may direct that any of the provisions of this sub. section may be dispensed with in the case of emigrskats travelling to any British possession.]
38. Every passage broker who has engaged to provide an emigrant with a passage shall, either personally or by his duly authorised representative, atient with such passenger at such plure and time us may be appointed by the becretary for Chinese Affairs, and in the presence of the berretary for Chinese Affairs or of such officer as the Secretary for Chinese Affairs may appoint the true intent and meaning of such passage ticket shall be explained to such emigrant with the object of ascertaining that such emigrant understands where he is going and that such emigrant is not acting under compulsion" and is not being influenced to emigrate by false representations.
(2.) In the absence of any appointment by the Secre- tary for Chinese Affairs, the said attendance, in the case of all female emigrants, and in the vase of all male emigrants who either are assisted emigrants or appear to the Secretary for Chinesc Affairs to be under the age of 16 years, skall take place at the office of the Secretary for Chinese Affairs, and in the case of all other emiysants shall take place on board the emigrant ship.
(3.) It shall be lawful for the Governor-in-Council to direct that any of the provisions of this section may be dispensed with in the case of emigrants travelling to any British possession.

39. No person shall fraudulently alter or cause to be. Prohibition altered, rendered useless, or destroyed, after it is once issued, of passage or shall fraudulently induce any person to part with, or ticket. render useless, or destroy, any such passage ticket, until the termination of the passage which it is intended to evidence.
40. No licensed passage broker shall, as agent for any Authority of person, whether a licensed broker or not, receive money page
