GOVERNMENT HOUSE,

HONGKONG, 30th. April, 1915.

I have the honour to report that this Government

has some ground for believing that a Mr. W. A. Hannibal, referred

to in the enclosed copy of a letter from Messrs. Wendt and Company,

dated the 29th. August, 1914, is carrying on or attempting to

carry on business with firas domiciled in enemy territory.

It is understood that Messrs. Eastwood and

Holt of Dunster House, Mincing Lane, E.Ç., who are mentioned in

that letter, are still doing business with Mr. Hannibal; and their

name occurs in the enclosed copies of letters addressed to Messrs.

Hannibal and Company by C. H. Trede of Trieste. These letters

arrived here in a neutral cover. It has not been possible to dis-

-cover any outward letters from ir. Hannibal to enemy countries but

his transactions are being closely watched.

I would suggest accordingly that the attention

of the Board of Trade should be called to the possibility that

Messrs. Eastwood and Holt are carrying on business with enery firms
