The Eng Hok Fong Company have undoubtedly laid themselves open to grave censure in relinquishing their charter party and selling their coal to a German Firm when war was imminent
but it would seem that their action was not one in respect of
which legal proceedings can be taken. No evidence can be obtained locally as to the statement in the "West Coast Leader" that the Company telegraphed to Mr. Mowry that the German Government had
purchased the "Marie's" cargo.

With regard to the S. S. "City of Mexico". belonging to the same Company, the only matter which I have to mention is that in September last while in the waters of the
United States of America she installed a wireless apparatus. I am
addressing you separately on this matter.
