I have been asked to call the attention of the
Colonial Government to the fact that Dr. Eugene Grouven, a Medical Practitioner, is being held a prisoner of war in the detention camp at Kowloon contrary to the provisions of the Geneva Convention.
I made inquiry some time ago of the Military
Authorities through the Provost Marshal in regard to Dr.Grouven and was informed that Dr. Grouven was held as prisoner under instruc- -tions from the Government in London. Under the circumstances and in accordance with representations made te me I can but request thaë the case of Dr. Grouven be brought to the attention of the authori- -ties in London with the request that the instructions be modified and that he be released in accordance with the provisions of the
Geneva Convention.
Thanking the Colonial Government for the action it
may be able to take in the matter.
