Referring to your Confidential Despatch of the

21st January, 1914, I have the honour to request your further

consideration of the salary attaching to the post of Inspector of

Vernacular Schools.

The work to be carried out under the Education

Ordinance, 1913, was outlined in my Confidential Despatch of the 11907

14th. March, 1913. This Government in adopting the provisions of 73

that Ordinance, has assumed a direct responsibility in the matter

of the education of some 12,000 children in some 600 private

schools, and, although at the present time progress is made but slowly owing to the necessarily slow process of modernizing the ideas of the native teachers, yet it will not be long before im- -provements accomplished will call for a further consideration of the methods generally of educational inspection.

But in the meantime the work of the Inspector

of Vernacular Schools, both in the office and outside, is increas-

-ing in volume, and the present emoluments of the post have be- -come hardly sufficient to induce Assistant lasters at the

Government Schools to become candidates for so arduous an appoint-

-ment, involving as it does a prolonged study of the Chinese

language.

I have accordingly to recommend that the
