HONGKONG,
GOVERNMENT HOUSE,
15th. April, 1915.
I have the honour to inform you that representa
-tions have been made to me on behalf of an old seaman, lir. S. A. Neville, who is in this Colony unable to work and with no means of
support.
2.
Mr. Neville was in the mercantile marine and holds a Second Mate's Certificate but I understand that some years ago he met with an accident and has since been in a crippled condition, and his sense of memory is now practically gone. He was from July, 1911, to April, 1913, employed in the Seamen's Institute since which time he has been temporarily employed at the Sailors' Home and in local ships; but he is no longer in a condition to perform any work satisfactorily.
He is said to come of a good family and I am
informed that he was born in Dublin in 1857, that his father, who
is dead, was a retired Lajor from the 6th. Bengal Cavalry and that his brother who is believed to be also dead was a Doctor of Harley
Street, London.
3.
Mr. Neville has expressed a wish to go to England in the hope of being able to obtain admission into some benevolent Institution and I have arranged that he should be sent by the P. & 0. S. S. "Nagpya" which leaves Hongkong on or about June 9th. and is due in London about July 23rd.
4.
The case seems to be a deserving one, and I
THE RIGHT HONOURABLE
LEWIS HARCOURT, M.P.,
