introduce any legislation on the point. This view of the legal position, and this decision as to policy, have both received the approval of the Secretary of State for the Colonies.

The subject of trade marks registered in the names of enemy subjects has also received special attention. Three main problems presented themselves.
One was the protection of such marks in the interests of their enemy owners. This seems to have been sufficient -ly dealt with by a general licence similar to that issued for the United Kingdom by the Board of Trade on the 4th. November, 1914, and by directions to the liquidators concerned to renew registre-
-tion when necessary.
Another was whether liquidators should not be empowered to sell trade marks in case of a deficiency of assets. On this point it has been decided, subject to the approval of the Secretary of State for the Colonies, that no such power should be
given.
The third problem is whether power should not
be taken, in the interests of British manufacturers and exportera
to grant licences to use local enemy trade marks during the war. The balance of opinion seems to be against granting any such licences, but the matter is still under consideration.

I may add that in no case has permission been given to sell the goodwill of an enemy firm, even when applied for on the ground of deficiency of assets.
