February confirmed the same day, which I sent in reply to your telegram of the 3rd. February, I am directed to enclose copies of

the following documents;-

(1). White book, containing correspondence with the

Secretary of State for the Colonies and other correspondence, on the question of trading with the

eneiny.

(2). Telegram from the Secretary of State for the

Colomies,

dated the 3rd. October, 1914.

(3). Extracts from a minute by the Attorney-General

dated the 10th. August, 1914.

(4). Extracts from a minute by the Attorney-General

dated the 23rd. August, 1914.

It will be seen from the enclosures that the

history of the local policy with regard to enemy firms may be divided into two stages, one up to the 27th. October, 1914, and the

other from that date up to the present time.
