Your telegram 3rd. February: on declaration of war with the approval of Home Government enemy firms were permitted to carry out existing contracts. In order to prevent money reaching enemy territory they were required to place their goods under control of the British Banks and to pay all moneys received into the British Banks and not to remit out of the Colony without per- -mission. With the approval of Home Government it has been decided that local branches of enemy import and export firms could not be treated as nonenemy, Licences also were given to local enemy subjects to enter into fresh trade on their own account but not for the benefit of partners in enemy territory. It was made a condition that all moneys should be paid into the British Banks. Subsequently with the approval of Home Goverment all enemy subjects were at short notice either expelled from Hongkong or interned here. It therefore was necessary to provide for winding up their affairs but both in their om interests and in the interests of others. Power was taken to appoint liquidators of any business carried on by or on behalf of an enemy subject. British mercantile firms of repute and chartered accountants were appointed liquidators of the various enemy firms. The Hongkong and Shanghai Banking Corporation was appointed to wind up the Deutsch Asiatische Bank. The policy is to protect interests of enemy subjects as far as possible having regard to the expulsion and internment and also to protect creditors etc. The assets will not be realized further than is necessary for these objects except with consent of enemy subject.
