The Japaness Consul-Ceneral, who affects to
regard the situation as somewhat annoying to him personally, but
of no serious significance, informed me about three weeks agp
that he expected the agitation to subside in a few days. His
forecast, however, has proved incorrect and since that date he
has more than once made personal calls on the officials to protest
against the expressions of open hostility against Japan, which are published daily in the newspapers. On the 19th. instant there appeared in the press a copy of a letter purporting to have been
received from him by the Chinese Authorities, of which I have the
honour to enclose translation.
