10. Almost immediately after the Hongkong Administration had
granted the concession mentioned in paragraph 9 notice was receiv-
-ed from the British Agent at Hoihow that he could no longer use
Messrs. Jebsen & Co.'s steamers as formerly for the transmission
of his mails to Hongkong - such mails must be sent via Chinese
Post Office. Transit charges on such mails were claimed by the
Chinese Administration on the ground that Jebsen & Co.'s steamers
were Chinese Contract vessels. This claim the Hongkong Administra-
tion refused to admit giving as its reasons that Article V, 3
of the Postal arrangement gave the interested parties the right
to make their own arrangements e.g. the Hongkong Administration
had the right to make its om arrangements with the masters of the ships who were paid by Hongkong for the carriage of mils despatched from British Post Office Hoihow, to Hongkong under the
Hongkong Post Office Ordinance. The Chinese Postal Administration
was also informed that if this claim was not withdrawn the
Hongkong Administration would insist on the terms of Article 1,
2 of the arrangement (see paragraph 9) being carried out by the Chinese Post Office Kiungchow. The Postal Secretary thereupon
gave away.

11. Were Article 1, 2 of the Postal arrangement to be
strictly enforced, rule b of the contract between the Chinese
Post Office and Shipping Cos. would not be workable in the case
of mails sent from a Chinese Post Office, where a British Post
Office is established, to Hongkong by a foreign ship.

Austrian Lloyd ships.
The attached copy of a letter from the Postal Commission-
-er, Chinese Post Office, Shanghai is interesting. In it I an
informed that a contract has been concluded between the Chinese
Administration and the Austrian Lloyd for the carriage of mails
from China. As it appeared quite unintelligible how the Austrian
Lloyd's vessels could be considered as Chinese contract stemmers
