1. As an alternative scheme to the establishment of an agency here the Chinese Post Office might be permitted to station 4 or more of their men, under the control of the Postmaster- -General of Hongkong for the sole purpose of dealing with
(a) Correspondence from China for the Union
the
(b) Correspondence from Union for China.
2.
The Chinese Post Office staff will not be allowed to
exchange Closed Mails with Union Offices.
3.
Correspondence from China for the Union may come to Hongkong in Closed Bags addressed to the officer in charge of Chinese Post Office section who will hand over such correspondence á decouvert to the General Post Office for inclusion in the mails it makes up for Union Offices. The correspondence will be subject to the Closed Mail Transit rates laid down in the Union regula- -tions being the same as China would have to pay if allowed to establish an Agency here add to despatch closed mails to Union offices. China would benefit by the reduced rates of transit for correspondence addressed to countries distant from Hongkong under 1,500 miles.
4. Correspondence from the Union for China received á decouvert in mails addressed to the General Post Office, Hongkong| will be handed over to the Chinese Post Office Staff for trans- -mission in Closed Mails to Chinese offices. These Closed Lails will not be subject to transit charges as far as the Hongkong Administration is concerned.
5. The above arrangement will not debar Union offices, if they see fit, from despatching direct Closed Mails to Chinese Offices on Chinese Soil.
6. A fair remuneration to be paid to Hongkong by the Chinese Post Office for services rendered in connection with outward Union correspondence would be at the rate of
1 franc 50 ctm. per kilme. of Letters and Postcards
