My telegram of 5th February and my despatch of 6th February. Acceptance by British ship of cargo trans- shipped in neutral ports. Board of Trade have now licensed Hongkong and Shanghai Bank, Chartered Bank of India, Australia & China, National Bank of India, Mercantile Bank of India, Ltd. and Bastern Bank to enter into negotiations and make payments for freight and other charges necessary to enable them to obtain possession of cargoes on enemy ships lying in neutral ports in respect of which banks are entitled to liens. If such goods are enemy owned banks can only remove them in British ships to British ports and on arrival following procedure will be adopted. Goods will be seized as prize and Proper Officer of Crow will upon application of banks consent to order of Court permitting sale by banks on behalf of Court, banks undertaking to hold proceeds subject to order of Proper Officer to whom meanwhile they will produce proof of title to possession and of amount of lien and expenses on completion of sale. Proper Officer will consent to retention by banks of amount of lien and expenses of and incidental to obtaining posses- sion in foreign ports delivery to British ports and sale but not including commission on sale. Balance them will be paid into Court and condemned, Court making formal order sanctioning retention as above. As long as goods are carried in British ships to British ports no feer of capture by British or Allied Navios. Despatch follows.
