TRUOJHAR

Consul-General at Shanghai has raised question of

desirability of imposing restrictions on local joint stock

companies with regard to transfer of shares to or from

enemy subjects resident in China and presence of such on

directorates. Please telegraph your views stating whether

you think such restrictions desirable and if so whether

with regard only to China Companies as defined in draft

China Companies Order-in-Council or to China and Hongkong

Companies or to all companies registered in Hongkong. As

to directors it might be sufficient to substitute for the

bare majority in 8th clause of draft Order-in-Council a

majority of two-thirds to one-third. Please report as to

this and any other solution that may occur to you and also

as to payment of dividends to enemy subjects resident in

China.
