I should be much obliged to you if you would
be good enough to forward the enclosed appeal to Consul Anderson
at Hongkong. The declaration made by Irs. Buhrmann speaks for it-
-self, and in my opinion there seems to be no justifiable reason,
why Capt. Buhrmann should be prevented from leaving the Colony
and join his family at Shanghai. In the interest of the applicant
I trust that Mr. Anderson will be successful in convincing the Provost Marshal of the arguments given.
