re Singapore. Passengers have arrived from Manila bringing
American newspapers containing very axaggerated accounts
of the outbreak. These accounts will be spread generally
amongst the men of the 18th Infantry Regiment which arrived
today. I consider the matter to be of the greatest
importance and urgency.
