I have the honour to acknowledge the receipt
of your cypher telegram of the 8th, instant, paraphrase enclosed, and to transit a paraphrase of my reply of the 11th. instant which was sent after discussion with Major-General Kelly who had not consulted me before he sent his telegram of the 8th. instant, paraphrase enclosed, to the War Office.
With the exception of the reference to the
escape of German prisoners and the action of the 36th. Sikhs the information which I recommend should be published has appeared in
Communiques made to the Singapore Press,

Although steps have been successfully taken to keep reports concerning the riot which have appeared in the Manila and Shanghai Press out of the local Press it has not been possible to stop newspapers from the ports mentioned filtering into the Colony with passengers. Some of the statements in the Manila Press are gross exaggerations, as for instance that according to some reports the number of the Civilian population killed amounts to several hundred, and that "executions in the public square are of daily occurrence".
Such reports are dangerous although I am glad
to say that the Chinese population has paid no attention to them
