72 With reference to your Despatch No. 151 of the 25th. May, 1912, in which you approved of Mr. Duncan the Engineer
in charge of the Harbour of Refuge works drawing a duty allowance
of £140 a year, I have the honour to inform you that I wish to
retain Mr. Duncan's services for a period of one year after the
expiration of his agreement in July next, and to employ him in
carrying out certain preliminary work in connection with the
Praya East Reclamation Scheme.

Owing to the war I do not propose to submit the scheme to the marine lot holders at present, but in any case it is necessary before doing so to have drawings, quantities and specifications prepared for letting contracts for the work. Complete drawings of the whole of the works comprised in the
Reclamation Scheme are required and it is on this work that I propose to employ Er. Duncan. The Director of Public Works has a high opinion of Mr. Duncan's qualifications, and after consulting
r. Chatham I recommend that during the extended term of his agreement Mr. Duncan should draw the same duty allowance as hither- -to. I propose to open an advance account under the head of
