Your telegram of 11th February a proclamation
has been issued 24th February and your instructions have been noted. There is a large normal and legitimate trade from Hongkong in many of the articles which according to your telegram must not be exported except for British ports. Part is a distributing trade, for example mineral oils and motor spirit being distributed from Hongkong by Asiatic Petroleum, Standard, Vacuum and Texas Oil Companies and also Manchester and Bradford goods. Part is a trans- shipment trade, for example copra hides and lead most of this trade is to China but some is to Japan and Philippine Islands. Stoppage would seriously affect local market neighbouring countries and neutral trade and apparently it would not benefit Imperial interests. Exportation to the foreign ports as specified in your telegram will not be
