on the China Station and of the European Garrison of the Colony, the Institution has suffered very severely in its finances, and, although the application is an unusual one I am of opinion that the Institution which is a most deserving one, merits the con- -sideration of the Government. I have, therefore, to recommend that till the conclusion of the war, the Crow Rent be reduced to

$100 per annum.
