Prohibit the export to all destinations other than the United Kingdom, British Possessions and Protectorates all articles on the list of absolute and conditional contraband set out in the Royal Proclamation of the 23rd December, with the following exceptions:-
1. As regards absolute contraband, items 12, 24, 27 and
29 and firearms unrifled for sporting purposes (see item 1) and rosin and camphor (see item 5) and haematite pig-iron and haematite iron-ore (see items 14 and 15) need only be prohibited to foreign ports in Furope and on the Mediterranean and Black Sea ports other than those of France, Russia (except Baltic ports), Belgium, Spain and Portugal.
2. As regards conditional contraband, it will be suffi- cient pending further consideration if foodstuffs and feeding stuffs generally (see items 1 and 2) and the raw materials
thereof are dealt with in the same way as the absolute contra-
band goods just enumerated; also item 7 and chronometers and all kinds of nautical instruments (see item 13),
3. As regards item 4, no prohibition of exportation of
gold, etc. is in force in this country and the question whether
any prohibition is required in the territory under your govern-
ment is left to your discretion.
4. To the list of ferro alloys (absolute contraband item
5 (13)) to be prohibited to all foreign destinations add
ferro manganese, ferro nickel, ferro silicon, ferro titanium,
spiegeleisen (7).
5. Add to prohibition of aluminium etc. and antimony etc.
