The G. 0. C., expecting that the news of the mutiny
at Singapore would reach Hongkong, on the 18th. February informed the native officers of Indian regiments bera.
The news thus became public and has reached Canton already in spite of subsequent efforts to suppress it.
I venture to suggest therefore, that it would be well with a view to preventing the circulation of exaggerated accounts, to issue a communique to the Press here concerning the occurrence. So far nothing has appeared in the Press and I have established a censorship of letters: but in the circumstances these
precautions are useless.
