Eu Khay Hoe is entirely to blame for the
incident owing to his carelessness, and the regulations for the
examination have been amended so as to oblige candidates to
produce proof of their nationality before entering their names as
competitors for this scholarship. Such an incident cannot, there-
-fore, occur again. But in the present instance I consider that
the course I have adopted is a justifiable solution of a difficulty.
