Several weeks ago this office telephoned you in regard to whether or not there would be any interference on the part of the Hongkong Government with the transshipment of rubber consigned to the United States from other than British territory. You inform- -ed us at that time there would be no interference. I have received another enquiry to this effect and I write to inquire whether or not there has been any change in policy regarding such neutral goods passing through Hongkong.
