On the 18th of February General Officer
Commanding anticipating that news of Singapore
from
mutiny would reach HongKong informed Indian officer
of the Regiment here of the occurrence. News thus
became public and has reached Canton in spite of
subsequent effoils to suppress it. I venture to
suggest therefore that to prevent circulation of
exaggerated rumours it would be well to issue
communiqué to the press here concerning occurrence.
So far nothing has appeared in the press and a censor-
ship of letters has been established, but in circum-
stances these precautions are useless.
