I have the honour to submit for the significa-

-tion of His Majesty's pleasure the following Ordinance intituled;-

An Ordinance to remove doubts as to the power of the

Governor to appoint Deputy Official Receivers and as

to the validity of the acts of persons appointed to be

Deputy Official Receivers or to act as Deputy Official

Receivers or attached to the office of the official

Receiver before the commacement of this Ordinance.

I may add that the Bankruptcy Ordinance of 1891 1 does not contain any definite provision for the delegation of the

functions of the Official Receiver to a Deputy Official Receiver.

This bill which is of the nature of an amending Ordinance and is

retrospective will secure the necessary legal validity of the acts

of those officers who have in the past been appointed to act as

Deputy Official Receivers. It will also enable the dual appointment of Deputy Registrar and Accountant and Deputy Official Receiver to
