I have, therefore, carefully considered what
reductions I can recommend and I enclose a list of them showing a
saving this year of $491,150. The only additional reductions to
increase materially that sun, would be the suspension of expendi-
-ture on items Nos. 15, 16 and 19. I am, however, very loth to
recommend interruption in the building of quarters for European
Subordinate Officers, and the main roads which it is intended to
repair this year are in need of repair and it would not be a real
economy to postpone the work.

I regret that these considerations leave me no
option but to recommend that the expenditure on harbour buoys be suspended at any rate until the close of the first half of the
financial year. If the revenue for that period proves to be re-
-assuring, then the question of proceeding with the scheme during
the second half of the year might be reconsidered.
