I have the honour to acknowledge the receipt
of your Confidential Circular Despatch of the 26th. of November containing revised instructions with regard to the Postal Censor- -ship in the United Kingdom. I have also received the third personal Confidential Circular covering revised instructions to be sube titut- -ed for the first of the enclosures in your Despatch under acknow- -ledgment.
These instructions are being observed by the Postal Censorate here with this exception that the Philippine Islands are not being included in the exemption extended to the
United States under paragraph 2 (6) of the instructions relating to Neutral Countries. A great many Anti-British newspapers and pamphlets are sent to those Islands from the United States of America for the purpose of being distributed in the Far East, and some such publications emanate from the Philippines and are sent via Hongkong to China. While objectionable publications en route from the United States of America to the Philippines are not interfered with, any which reach the Hongkong Post Office from the Philippines are stopped; and I trust that you will permit this policy to continue. I enclose copies of 2 sample publications of
