Pending the passing by Parliament of legislation for the purpose of controlling the transfer of British ships to neutral flags during the continuance of the war you should issue a proclamation prohibiting the exportation
of vessels to all destinations other than the United
Kingdom and British possessions.
The prohibition should be enforced only in cases where there is ground for supposing that it is proposed to transfer a British vessel to a foreign flag, All
vexatious cases should be referred to me by telegraph as
soon as possible for instructions. It should be clearly
understood by all concerned that no facilities should be given and no formalities executed in connection with the
transfer of British ships to foreign flags without the
authority of His Majesty's Government.
