Your telegram of the 3rd February, Proclamation is as

follows!-

Notwithstanding anything contained in paragraph 6 of the

Trating with the Hang Froslasation Jo.1 transactions here-

after entered into by persons, firms or companies resident

sarrying on business or being in the United Kingdom (x) in

respect to banking business with a branch situated outside

the United Kingdon of an enemy person, firm or company or

(b) in respect to any deseription of business with a branch

situated outside the United Kingdom of an enemy bank shall

be considered as a transaction with an enemy, Almys pro-

vided that the seceptance, payment or otherwise dealing

with any negotiable instrument which ma dram before the

date of this proclamation shall not, if otherwise lawful,

be deemed to be a transaction hereafter entered into within

the meaning of this paragraph. If the Governor-in-Coune 11

of any British Possession shall issue a Proclamation B**

tending the provisions of this Proclamation to transactions

by persons, firma or companies resident, carrying on

business or being in that possession much first-mentioned

Proclamation shall have affect as if it was part of this

Proclamation.
