Paraphrase of Code telegram from the Governor, Hongkong,
to the Secretary of State for the Colonies, dated
3rd. February, 1915.
Telegrams have been received by British Banka here with
regard to a proclamation dated January 7th. which is said to have
prohibited all banks and firms in England transacting business
with or on behalf of enemy banks or firms which are branches of
parent banks or firms even if such branches are situated in
neutral country. Has any such proclamation been issued and if so can you telegraph general terms.
